How did executive power change from the 2nd world war to the war on terror?
it changed shortly after WWII. it changed well before the “war on terror”. only the house of representatives had the authority to declare war prior to the Korean war. With the “war powers act” the house of representatives voted to shirk their responsibility and give the decision to go to war to just one man, the president.
